A0330: Why will an alien never enter into a relationship with a human?

When the official first contact has taken place, many human races will visit planet Earth and many beings will meet. Up to this point, all extraterrestrial beings are prohibited from entering into a relationship with an earthly person. This affects all extraterrestrial beings who visit Earth for first contact.
