No, there is actually not, but there are “water beings” that use technology. When beings have reached a certain level of consciousness, they are automatically contacted by other beings. By this we mean the official first contact with an extra-planetary species. There are intelligent extraterrestrial life forms that do not live in the atmosphere of a planet, but inhabit the areas that you would call seas.
