Hats, like other grave goods, always represent a status that the person held when they died. Therefore we would not pay so much attention to any hats. Grave goods have always been given to the dead on his deathbed. It showed the respect this deceased person deserved. If nothing is found, it does not mean that the person was not worshiped. Grave goods have no value as an incarnation for the deceased, which is why one can do without them.
